Baringo: Bandits Shoot At Redcross And MPs Convoy Distributing Relief Food.

Along Yatya-Chemoe way on Saturday, bandits opened fire on the convoy led by Baringo North MP Joseph Makilap, Baringo County Woman Representative Florence Jematia, and Redcross personnel.

As they made their way from Yatya to Chemoe in the Saimo Soi and Bartabwa Wards, the leaders who were giving food to victims of insecurity in the Chemoe and Chepkesin areas were fired upon.

Before going to the more dangerous area of Chepkesin, the MPs were compelled to call in reinforcements from nearby police camps.

The convoy did not have a security safe for the two VIP escorts.

After the incident, Makilap spoke to the media and stated that the government needs to put an end to banditry in the area, noting that over 10,000 people had left their homes due to a string of attacks.

Baringo Woman Representative Florence Jematia stated that because the government hasn’t provided them with security guarantees, the people are now powerless.

Since January, there have been fifteen deaths at the hands of bandits.

Four Suspects Arrested In Drug Peddling Crackdown

Four drug-peddling suspects, including three Nigerian nationals, were arrested separately as a result of a combined operation by detectives from the Anti-Narcotics and Transnational Organized Crimes agencies.

Igboke Okwuchukwu Stephen was arrested at his home in Nasra Estate, Nairobi, on Saturday night, according to a report released by the Directorate of Criminal Investigations (DCI). During his arrest, Stephen had been hiding many pellets of a powdery brown material.

Ilo Ebuka Titus and Kanu Arinze were later apprehended by detectives at their Suton, Kasarani, home, where a search revealed a parcel containing a brown powdery substance and what appeared to be bhang.

In anticipation of drug testing and legal action, Kanu, Ebuka, and Okwuchukwu have been brought to the Muthaiga Police Station.

Njuguna Karumo, 25, was arrested in a different operation in Ruaka after similar illegal substances were discovered concealed under his car’s carpets during a stop-and-search.

Karumo is being questioned at the Mazingira Complex under DCI.

According to DCI, the operation would cover every county in an effort to root out drug dealers and traffickers who encourage the misuse of drugs across the country.

TikToker Brian Chira Dies In Road Accident

Brian Chira Wambui, a popular Kenyan Tiktoker, died in a hit-and-run accident.

The contentious influencer is alleged to have been struck by a speeding lorry on Saturday at approximately 4 a.m. while drunk in the Gacharage area on the Ndenderu-Ruaka Road in Kiambu County.

According to Pius Mwanthi, Kiambaa sub-county OCPD, Chira was struck by a white canter on his way home from a night out with a companion.

According to a police file and submitted at the Karuri Traffic Base, Chira was being taken home by his friend Zeleck Momanyi Alfonso on a motorcycle at the time of the accident.

Rumor has it that Momanyi ran into Chira outside Ciero Resort after the latter was ejected by security for reportedly stirring up trouble in the entertainment establishment.

“It happened that they were coming from Ciero Resort at the Gacharage area near Total Petrol Station where Zeleck Momanyi Alfonso had passed while on his way to his house and found Brian Chira being taken out of the resort by security guards claiming he was drunk and causing chaos and the resort was closing,” according to the police report.

Chira allegedly got off the motorcycle at the Gacharage roundabout, raced to the main road, got knocked down, and passed out instantaneously.

“Upon reaching Gacharage roundabout, Brian requested Momanyi and the rider of the motorcycle namely Abdul Charo via phone to take him to his house and they then passed the service lane towards Ruaka but headed towards Ndenderu on the wrong side and on reaching the location of the accident, Brian alighted and ran to the main road,” stated the report,

“Zeleck Momanyi then followed him for he was drunk and before he could reach him, he was hit by a white canter which did not stop.”

Since then, his body has been taken to the City Mortuary.

Kisii: Impeached DG Robert Monda To Know His Fate Next Week

Dr. Robert Monda, the embattled Deputy Governor of Kisii, will find out on Thursday of next week if the Senate votes to accept or reject the impeachment conclusion.

The Kisii Deputy Governor will now face the entire Senate plenary after attempts on the Senate floor to have the trial transferred to a committee consisting of eleven senators failed.

Throwing the motion under the bus, as it were, was Senator Edwin Sifuna of Nairobi, who was supposed to second the motion put up by Majority Leader Aaron Cheruiyot, but opted out.

To meet the dates specified by the constitution, Senate Speaker Amason Kingi has scheduled an extended hearing on the impeachment motion.

Senate votes are scheduled to begin on Wednesday and end at the close of business on Thursday.

In accordance with the Speaker’s directives, the Kisii County Assembly will make its case on Wednesday morning, and the Deputy Governor, represented by lawyers, will cross-examine three witnesses in the afternoon. The assembly voted 53 to 13 in favor of removing the deputy governor from office.

Before a final vote is reached, the defense will present its case on Thursday. Dr. Monda will also be subjected to a cross-examination by the lawyers for the Assembly.

The impeachment tabled in the Senate reads in part; “The deputy governor contravened Article 75 of the Constitution by attempting to influence the appointment process for the position of Commercial Manager at GWASCO by offering a bribe to its Managing Director, Ms Lucy Wahito Wachira.”

In addition, the Kisii DG, who had a falling out with his governor, Simba Arati, will be charged with bribery, misuse of office, and putting county employees to personal use.

The Governor will propose a new deputy within 14 days after the Senate voting in favor of the county assembly, and the MCAs will have the same amount of time to approve or reject the nominee.

Nairobi: Three Arrested, Cars Recovered As DCI Launchs Operation On Car Thefts syndicate

Several suspected stolen vehicles and car parts have been found in a yard in Nairobi’s Utawala Estate by detectives from the Nairobi DCI Regional Headquarters who were investigating a case involving a stolen vehicle from a garage along Kangundo Road.

The operation, which was assisted by a team from DCI Kayole, also resulted in the arrest of three suspects who are thought to be part of a well-organized criminal ring that targets cars that are left for repair at garages.

It is suspected that Matthew Odhiambo Ndacha, Joseph Otieno Ngeso, and Stephen Kabinku Mwangi colluded with the yard owner to pilfer a Toyota Allion Reg. No. KBM 157S, which its owner had left at the Kangundo Road repair shop, and then begin disassembling it in order to sell it as spare parts.

After storming the yard, various items, including the alleged Toyota Allion, were found. Peter Mwangi Njuguna was nowhere in sight. A mistubishi truck, ten sets of motor vehicle registration plates, three unidentified Toyota Probox cars, a Toyota station wagon chassis CE107-5008143, rear lights for the disassembled Toyota KBM 157S, eight box lorry containers, various vandalized engine parts, and a Toyota Allion fitted with a Toyota Premio bonnet and boot are among the others.

In order to identify further members of the criminal conspiracy, the suspects are being questioned.

[FULL LIST] 25 New Tough Rules In Fight Against Illicit Alcohol Announced By Gov’t

In an effort to eradicate illicit brews, drugs, and drug abuse nationwide, the government has unveiled fresh, comprehensive initiatives.

This comes after all Regional and County National Government Administration Officers (NGAO) and Security Teams, including County Police Commanders from the Kenya Police Service, Administration Police Service, and Directorate of Criminal Investigations, met at the invitation of Deputy President Rigathi Gachagua.

Following the meeting at the DP’s official residence in Karen, Nairobi, Interior Cabinet Secretary Kithure Kindiki read out a statement in which the administration characterized the current situation of drug and alcohol abuse and trafficking as a national security threat, citing high levels of consumption and trade.

Part of the statement reads; “As previously indicated, the trade, consumption, and abuse of illicit alcohol, narcotics drugs and psychotropic substances now ranks as one of the five key national security threats, that include terrorism, banditry and livestock rustling, cultural, religious and political extremism, and climate change.”

In order to address the issue of illicit alcohol consumption and substance misuse in the nation, the government has declared plans to implement the following policies:

1. All licenses and certification permits for second-generation alcohol and alcoholic beverage distillers and manufacturers, issued by Kenya Revenue Authority (KRA) and Kenya Bureau of Standards (KEBS) stand suspended with immediate effect.  All existing valid licenses will be vetted afresh within 21 days of this directive, with premises approved to resume operations only upon receipt of fresh approval.

2. The Ministry of Interior and National Administration invites all currently licensed manufacturers and distillers to a meeting to be held on Tuesday 12th March 2024 at 10.00am on the above prescription. Due notifications will be issued by separate cover.

3. Fresh license applications shall require manufacturers to have Quality Control (QC) laboratories installed with Gas Chromatography with Flame Ionization Detector (FID), and this MUST be operated by competent laboratory analyst to test incoming raw materials and finished products before releasing to the market. The laboratories should register with a provider of inter laboratory comparison and submit their QC results to the Kenya Bureau of Standards (KEBS) on monthly basis.

4. All alcohol manufacturers shall henceforth establish and document all traders in their distribution chain and have procedures for ensuring full traceability from the factory to the consumer of alcoholic products manufactured for sale. All alcoholic products shall include traceability information including manufacturer details, location, and ingredients/content.

5. The Kenya Bureau of Standards shall ensure that within 45 days, all industrial ethanol is denatured or marked with a denaturing agent (denatonium benzoate) to prevent diversion and/or the accidental use of industrial ethanol in alcohol manufacture.

6. Any licences currently issued to bars and other outlets and premises by County Governments that are contrary to the provisions of the Alcoholic Drinks Control Act, especially as relates to licensing of premises within residential areas and around basic educational institutions are null and void. County Security Teams are to secure shutdown and seizure of such premises with immediate effect. 

7. No bars or alcoholic outlets shall be allowed to operate beyond the stipulated operation hours as provided in section 34 of the Alcoholic Drinks Control Act, failure to which the operator shall be fined or imprisoned as provided by law and all the drinks, and related accessories in the premises forfeited with accompanying license withdrawal.

8. All manufacturers/distillers aware of counterfeits of their products and fail to report to the Anti Counterfeit Authority on the same shall be deemed complicit. Licensed manufacturers will be required to furnish County Security Teams with the geo-location and physical details of their licensed premises, as well as stock records per licensed premises. Any other physical premises stocking, manufacturing and housing manufactured stocks will be deemed illegal stocks for destruction.

9. Section 17(a) of the Narcotics Drugs and Psychotropic Substances Control Act stipulates that a law enforcement officer of public officer who aides and abets any offence under the Act including concealing the commission of any offence and collusion shall be liable to punishment. In this regard officers abetting, concealing or colluding with any person to commit an offence under alcoholic drinks shall be liable as per law.

10. Further, and in line with the Public Ethics Act,  all public officers in the enforcement/compliance chain (KRA, KEBS, ACA, Public Health, NACADA, NGAO, NPS etc) shall not own and operate a bar directly or via proxy. All public officers currently operating such premises are required to shut them down or resign from the service with immediate effect. Cross-referencing of the Public Service Commission, National Police Service Commission and distinct agency staff records shall be undertaken to secure compliance thereof.

11. All landlords or premise owners shall be deemed aiders and abetters thereof and be held liable for renting out space for the establishment of bars/ wines and spirits outlets in prohibited areas pursuant to section 20(c) of the Penal Code.

12. All chemists and agrovets are to submit their licenses to the Pharmacy and Poisons Board and Veterinary Medicines Directorate for verification within 30 days, failure to which they shall be deemed unlicensed for closure.

All unlicensed and noncompliant drug manufacturers, agrovets and chemists are to be shut down with immediate effect. The list of currently approved and licensed establishments has been shared with county security teams for reference. 

13. All licensed pharmacists and veterinary doctors dispensing prescription drugs without prescription shall be deregistered. All licensed chemists/pharmacies and agrovets when issuing prescriptions drugs shall mandatorily issue a certification of the issuing chemist/agrovets, name and license number of the issuing officer for purposes of tracing.

14. All vehicles/buildings used in storage, manufacturing trafficking of illegal drugs, illicit brews and alcohol shall pursuant to section 74 of the Narcotic  Drugs and Psychotropic Substances Control Act be seized and deemed to be government property.

15. The Ministry of Interior and National Administration and Ministry of Health shall put in place measures for branding and colour specification of all alcoholic and tobacco distribution vehicles. Further, such products are to be transported between the hours of 6am and 6pm only. The guidelines to be issued within 14 days from this directive, with manufacturers expected to secure full implementation within 45 days. 

16. A multi-stakeholder approach has been instituted to strengthen surveillance, enforcement and compliance at all levels led by the National Government Administrative Officers.

17. Surveillance at the border points will be undertaken through a multi-agency framework with key actors including KEBS, Immigration, KRA, NPS and ACA.

18. To enforce compliance on package according to the Alcoholics Drinks Control Act, the Kenya Bureau of Standards shall within 60 days, review the guidelines on minimum quantity of alcoholic drinks to enhance the same from 250ml to 750ml or higher.

19. All enforcement agencies shall undertake integrity vetting of all officers manning border points, highways and regional offices. Only officers of integrity and good standing will be appointed to conduct surveillance at the border points and highways especially Namanga and  Isebania, Moyale and Isiolo.

20. The importation, manufacture, sale, use, advertisement, promotion or distribution of shisha is outlawed in the country, any establishment found in breach of this provision will be shut down with immediate effect. County Security Teams are required to enforce this prescription without fail.

21. The labelling and packaging of all tobacco products in Kenya must comply with the provisions of the Tobacco Control Act 2007 and the Tobacco Control Regulations 2014. Products that do not comply must be withdrawn from the market.

22. The National Treasury is urged to fastrack the harmonization of custom and excise duty of ethanol in the EAC region to prevent arbitrage within 45 days. Further, within 60 days, the National Treasury shall conclude taxation proposals towards:

a.Incorporation of a model of taxation based on alcohol content;

b.Review the taxation framework for beer and other non-spirited alcoholic drinks to mitigate the risk of harmful effects.

c.Mandatory adoption of digital KEBS/KRA stamps for all alcohol and alcohol-based products, and the withdrawal of physical stamps.

23. The Ministry of Health is urged to issue directives for all level 3 and above hospitals to establish dedicated rehabilitation wards/facilities in line with existing norms and standards.

24. Parliament is requested to prioritize and fast-track the processing of all legislative interventions towards amendments to the Alcoholic Drinks Control Act; Tobacco Control Act; Public Health Act; Pharmacy and Poisons Board Act; Veterinary Medicines Directorate Regulations and other accompanying regulations.

In particular, the amendments to the Alcoholics Drinks Control Act to ensure that county licensing is conditional to receipt of a clearance certificate from NACADA as a pre-condition for the issuance of license to sell, distribute and otherwise deal with alcoholic drinks.

25. All County Security Committees have received the existing approved and licensed list of manufacturers, distillers, pharmacists, and agrovets. The Committees are hereby directed to shut down and destroy all illicit manufacturing installations, distilleries, agrovets and chemists not within the approved list of licensed enterprises within 10 days of this directive.

Nakuru: Couple Found Living With Their Deceased Relative For Three Weeks, Hoping For Resurrection

Nakuru detectives are questioning a couple who had their sister’s decaying body in their home for three weeks.

Rosemary Wahu was last seen alive on January 29 of this year, according to family members who spoke to the police. Her body was found in a rotting state in her brother’s home on Wednesday morning.

News of a 60-year-old woman’s decomposing body found in her brother’s home for three weeks startled the residents of the Young Men’s Christian Association (YMCA) in Nakuru East.

David Kinyanjui, his wife, and his 2-year-old daughter resided in the same house but stayed silent about Rosemary’s death until family members stormed in on Wednesday to find out where she was.

The family members’ presence validated their worst worries—that their mother Wahu had passed away. Her body was in one of the bedrooms, slowly rotting.

The strange episode had upset the residents, who could not stand the smell coming from the house.

Police officers escorted Kinyanjui and his spouse away after rescuing them from an enraged mob.

Detectives from the Nakuru East directorate of criminal investigations are questioning the two.

The couple’s family is trying to find out why they let the body to decay. To determine the cause of death, an autopsy is scheduled.

Man Commits Suicide Inside Police Cell In Kisii

While being held at the Ramasha police station in Masaba South, Kisii county, a man suspected of killing his wife reportedly committed suicide.

Samwel Gitau, the sub county police commander for Masaba South, confirmed.

Misati Obong’o, the suspect, was being taken in detention in relation to the Tuesday-apparent murder of his 67-year-old wife, Carren Nyanduko.

At nine in the morning, their granddaughter is said to have found his wife’s body lying in a pool of blood inside their house. The body, according to the police, showed significant wounds.


Resident suspicion was aroused by reports that the husband was missing from the house and could not be located.

Infuriated locals searched the villages for the suspect, and when they found him, they threatened to lynch him.

However, the police officers were able to rescue him from the crowd.

Later that evening, the suspect was apprehended and held at the police station.

According to accounts, the police discovered the man’s lifeless body hanging from the roof and believe he committed himself by using his socks as a prop.

The event is being looked into by the police. They brought the body to the morgue.

Zuchu Fined Ksh.1 Million And 6 Months Suspension After Controversial Concert

Wasafi Records star Zuchu, formally known as Zuhura Othman Soud, was suspended by Zanzibar from all artistic endeavors for a period of six months after her performance at the Fullmoon Kendwa Night show on February 24, 2024.

The decision was made by the Zanzibar Arts, Census, Film, and Cultural Council (BASSFU) because they felt that several elements of her performance were not fit for Zanzibar’s cultural norms.

Videos of Zuchu’s performance became viral online a week after the performance, which alarmed some Zanzibari residents.

Omar Abdalla Adam, the executive secretary of BASSFU, underlined the council’s dedication to safeguarding Zanzibar’s cultural identity. “The council has the responsibility to oversee the customs, traditions, and culture of Zanzibar, Therefore, we are officially suspending Zuchu from engaging in any artistic activities in Zanzibar for six months, effective today, March 5, 2024.” he said.

Subsequent research showed that Zuchu was not registered with BASSFU and did not have the required licenses to perform in Zanzibar.

She was consequently fined Ksh. 1 million and had to provide a written apology ensuring that she would follow cultural customs in her performances going forward.

As a result, Zuchu’s record company, WCB, released a written and video apology on their official Instagram page. In it, she said that her acts were meant to be entertaining rather than offensive to anyone.

The statement said: “Kwa Wapenzi wetu wa Sanaa, napenda kutumia fursa hii kuwaomba radhi kutokana na maneno niliyoyatumia kwenye kibwagizo ambacho kilileta taharuki kwenye tamasha la Full Moon Party – Kendwa Beach Zanzibar hivi karibuni”.

“Najua kuwa maneno yameleta sintofahamu kwa wengi wenu na kuleta maana hasi kwa jamii na mashabiki zangu kiujumla.

“Nia yangu ilikuwa kuleta burudani njema na furaha kwa mashabiki wangu wote. Si lengo langu kupotosha, kumomonyoa maadili au kuleta taharuki kwa yeyote.

“Ninachukua ahadi leo kufanya kazi na timu yangu ili kuhakikisha matukio kama hayo hayatokei tena kwenye matamasha yajayo.  Nawaomba radhi tena kwa jamii na Baraza la Sanaa (BASATA) ambao ndio walezi wangu.”
