DCI Director Mohamed Amin announced on Tuesday evening that a shipment was intercepted while being transported from a border town to Nairobi. Detectives apprehended two suspects during the operation, which was guided by intelligence and executed by officers from Nyahururu.

Amin detailed that the head of criminal investigations in Nyahururu quickly organized a team to stop a truck carrying 88 drums of ethanol, each with a capacity of 250 liters, which were hidden beneath construction blocks.

Upon seizing the cargo, investigators discovered that the truck had been contracted to transport beans from the Malaba border to Nairobi via the Nakuru-Gilgil-Naivasha route, but it had been rerouted to the Nakuru-Nyahururu-Nyeri highway.

“The suspects attempted to escape when flagged down but were subsequently taken into custody,” Amin stated.

A multi-agency team, including members of the subcounty security team and officials from KRA South Rift, has documented the evidence. The seized cargo and the suspects have been moved to the Nakuru KRA bonded warehouse for further legal proceedings.

Ethanol is a clear, colorless liquid with a distinct odor and a burning taste, commonly found in beverages like beer, wine, and spirits. It also serves as an industrial chemical in the production of solvents, cosmetics, and various other products.

To curb the misuse of ethanol in illegal alcohol production, the government has enforced stringent regulations for manufacturers and importers. In August 2015, the Kenya Revenue Authority (KRA) established new rules requiring anyone wishing to import ethanol to provide quarterly usage forecasts.

Importers must also obtain clearance from KRA and declare their shipments one week prior to arrival. Additionally, all cargo must be transported in vehicles equipped with electronic tracking devices, as mandated by the tax authority.

Unthinkable Tragedy: Police Officers Suicide Sends Shockwaves

A police officer tragically took his own life by shooting himself at the Kyuso police station in Kitui County.

The incident occurred on the morning of Monday, December 2, shortly after Constable Isaac Wesonga had been assigned a firearm for his duties that day.

The reasons behind this tragic event remain unclear, according to police reports.

Wesonga had received the firearm along with a colleague when he exited the cell sentry office and shot himself in the chin while in the report office. The bullet struck his head, resulting in immediate death.

Authorities are currently conducting an investigation into the circumstances surrounding this suicide. The body has been transferred to the local mortuary for an autopsy and further examination.

In a separate incident in Thika, Kiambu County, another police officer was discovered deceased in his residence. Constable Samuel Chege, who was affiliated with the Railways police station in Thika, was found long after his passing.

Police noted that there were no visible injuries on his body at the time of discovery. His remains have also been sent to the mortuary for an autopsy and additional investigations.

These incidents follow closely on the heels of another suspected suicide involving a police officer in Nyeri Town.

On Saturday, November 30, Constable George Kimiti Gichuki, who served as the armourer at the Administration Police Service offices, was found dead.

He reportedly used his AK47 rifle to shoot himself in the chest, with the bullet exiting through his back, resulting in instant death.

Police confirmed that there was a single bullet hole on the left side of his chest, and an AK47 rifle without a magazine was located beside him, along with a detached magazine containing 19 bullets.

Additionally, a spent cartridge and a bloodstained projectile believed to have come from the body were found on the floor.

Gov. Sakaja Announces Groundbreaking Housing Initiative for County Workers

Nairobi County Government, led by Governor Johnson Sakaja, has approved a resolution to establish affordable housing for county staff in three satellite city locations.

This decision was made during the 40th county executive committee meeting held on Tuesday at City Hall, Nairobi.

According to a Cabinet dispatch from City Hall, “During this meeting, the Cabinet engaged in thorough deliberations on various presentations, memoranda, and directives.”

The committee noted that the three identified parcels of land for the housing units are at risk of encroachment and misuse due to their underutilization.

The locations include Mavoko, Northern Bypass, and an area off the Northern Bypass.

To mitigate this issue, the Cabinet has approved a plan to create a County Staff Housing Scheme that will include residential, retail, and recreational facilities.

The Cabinet has also endorsed the partial conversion of these lands for mixed-use development, which will feature affordable housing for county staff, retail and commercial spaces, as well as social amenities like sports facilities and public utilities, as stated by the committee chaired by Sakaja.

The policy decision aims to achieve three key objectives: safeguarding public land from encroachment, protecting county assets through productive use, and enhancing staff welfare by providing affordable housing to motivate employees and improve performance.

Additionally, it seeks to enhance urban planning by integrating housing with retail, recreational, and public spaces for sustainable development.

The committee further emphasized that significant public funds were invested in acquiring these parcels of land, and their continued disuse poses risks of incurring additional maintenance and security costs.

Sakaja’s team also highlighted that fostering home ownership among county employees will lead to increased productivity.

Upon finding her, he noted that there were no visible injuries on her body.

The police are currently investigating the circumstances surrounding her death, and the motive remains unclear as they transported the body to the mortuary.

There has been a concerning rise in suicide cases, prompting calls for action to tackle this issue.

Law enforcement officials report that the frequency of such incidents is alarming, with as many as two cases being recorded daily.

According to the World Health Organization, contributing factors to these tragedies include unemployment, bereavement, academic pressures, legal and financial challenges, as well as issues like bullying, prior suicide attempts, family history of suicide, substance abuse, and mental health disorders such as depression and bipolar disorder.

DCI reshuffle: 51 senior officers moved, 49 others promoted

The Directorate of Criminal Investigations (DCI) has announced the transfer and reassignment of 51 newly promoted Assistant Superintendents of Police (ASPs) as of Monday.

This initiative is designed to enhance operational efficiency within its forensic and operational divisions.

An internal memorandum from DCI Headquarters indicates that these officers have been assigned to specialized units that correspond with their expertise.

Notable transfers include Tom Wafula, who will now work in the Forensic Ballistics Unit, and Maryanne Musyoki, who has been assigned to the Forensic Biology Unit.

Lameck Masiko has been designated to the Document Examination Unit, while Paul Abaya has been transferred to Mandera as the Deputy County Criminal Investigations Officer. Maxiwel Otieno has returned to the Economic and Commercial Crimes Unit.

Other significant moves involve Catherine Lomaria, who has joined the Cyber Forensics Unit, and Walter D. Marunga, who has transitioned from the Railways Division in Nairobi to Naivasha.

Michael Kirwa has been reassigned within the Operations Support Unit (OSU).

The officers, sourced from various DCI divisions, are expected to report to their new assignments without delay.

DCI Director Mohamed Amin stated that these transfers are part of ongoing efforts to enhance service delivery and strengthen the DCI’s investigative capabilities.

He emphasized that this reshuffle aligns with the DCI’s broader strategy to modernize its operations.

In recent months, the agency has concentrated on fortifying its specialized units through advanced training and the procurement of modern forensic tools. The newly promoted officers are expected to play a crucial role in implementing these enhancements and ensuring effective investigations nationwide.

Their placement in key units is anticipated to bolster the fight against crime and improve the efficiency of forensic processes. With 51 officers involved, this marks one of the largest reshuffles within the DCI in recent history.

This group is part of 94 individuals who have completed training to qualify for their promotions.

A recent memorandum indicates that 49 police officers from various regions, including GSU personnel and those based in Mandera, Nairobi, Homabay, Airwing, Bungoma, Embu, and Kiambu, have received promotions effective November 28.

These promotions were granted following the successful completion of the Higher Training Course (HTC) and the Senior Training Course (STC).

Additional promotions are anticipated for more officers who have completed these courses and participated in interviews conducted by the National Police Service Commission (NPSC).

The officers undertook a six-month leadership and management program at the National Police Colleges located in Kiganjo and Emali.

These training programs aim to equip officers currently holding the rank of Chief Inspector with the necessary skills for leadership positions within the Kenya Police Service, the Administration Police Service, and the Directorate of Criminal Investigations.

Vihiga: Church food poisoning results to 2 deaths and 58 others hospitalised

A somber atmosphere enveloped the Emuhaya sub-county hospital in Vihiga County as family members and friends gathered at the facility following the tragic deaths of two individuals, including a minor, believed to be linked to a case of food poisoning.

Dr. Benjamin Onduso, the Vihiga County Director of Health, reported that on Monday around 10 a.m., two patients were admitted displaying symptoms of watery diarrhea and vomiting.

Dr. Onduso noted that while the initial two patients were treated and stabilized, more individuals began arriving by 11 a.m. with similar symptoms.

The shared factor among those affected was a meal of rice and beans consumed during a fundraiser at a PAG church in Luanda on Sunday.

As of now, at least 58 church members have been admitted to the same hospital, with two in critical condition and fighting for their lives.

Dr. Onduso confirmed that samples from the patients and the leftover food in question have been sent for toxicology testing, and they are currently awaiting the results.

Meanwhile, the leadership of the PAG is urging its members to remain calm as investigations continue.
